No Insurance? No Money? There Is Still Help.
Free & Low-Cost Recovery Resources in Southern California
If someone you love just got out of jail and needs help with drugs, alcohol, mental health, or housing — this page is for them. These are real programs that accept people with no insurance, no money, and no place to go.
“I've been doing this for 20 years. The hardest call I get isn't about bail — it's from a family who got their person out of jail and now has no idea what to do next. I built this page because I want to be a resource beyond the bond. Use it. Share it. It's free.”
— Chad Conley, Owner
Read This First — The Order Matters
If your loved one just got out of jail after only a day or two, they are likely still in withdrawal. Most residential rehab programs will not accept them until detox is complete. Follow this order.
Detox First
If your loved one has been using drugs or alcohol heavily and was only in jail for a day or two, they are NOT detoxed. Most residential rehab programs will not accept someone who is still actively withdrawing. Detox must come first — it is medically supervised withdrawal, usually 3 to 10 days. Some detox programs are free or Medi-Cal funded.
Residential Rehab
After detox is complete, residential rehab is a live-in treatment program — typically 30, 60, or 90 days. Many county-funded programs are free or sliding scale. You do not need private insurance. Medi-Cal covers many of these programs.
Sober Living & Transitional Housing
After completing a residential program, sober living homes provide a structured, drug-free environment while the person rebuilds their life. Some are free or very low cost through county programs. Others charge a small weekly fee.

Trapped in the Relationship — Both Using, One Ready to Leave
This section is for the person who wants to get sober but cannot — because the person they live with is still using, still abusive, and there is no money and nowhere to go.
“This is one of the hardest situations I see. One person is ready. They want help. But they are living with someone who is not ready — and that person may be controlling, abusive, or just not done yet. You cannot get sober in the same environment that is keeping you sick. You have to physically get out. These programs exist to make that possible even when you have nothing.”
You do not have to be beaten to qualify for a domestic violence shelter. Emotional abuse, financial control, threats, and living with someone whose addiction is putting you in danger all count. Call the hotline and describe your situation honestly — they will help you figure out if you qualify.

About Faith-Based Programs
Several programs on this list are faith-based — Salvation Army, Catholic Charities, Inland Valley Hope Partners, Interfaith Community Services. You do not have to be religious or Christian to use them. They serve everyone. They will not pressure you about religion. What they offer is real shelter, real food, real case management, and real help — and they do it without charging you anything.
What About Men?
Domestic violence affects men too — especially in situations where both partners are using. Most DV shelters are women-only for safety reasons, but the National DV Hotline (1-800-799-7233) can find resources for men. 211 can also connect men to transitional housing and substance use programs that provide safe housing away from the situation.
The Connection Between Domestic Violence and Addiction
Research consistently shows that domestic violence and substance abuse are deeply linked — not because addiction causes abuse, but because abuse creates the conditions where addiction takes hold, and active addiction makes it nearly impossible to leave. If you are in a relationship where both of you are using and there is also abuse, control, or fear — you are not weak for staying. You are surviving. The programs on this page exist to give you a way out that does not require you to have money, a plan, or a place to go first. You just have to make the call.
Not Homeless — But Not Okay Either
This section is for people who technically have a place to sleep tonight, but it is not stable, not safe, or not going to last.
“A lot of the people I bail out are not sleeping on the street — but they cannot go home. Their spouse changed the locks. Their parents said not until you get help. They are staying on a friend's couch or in a motel on a credit card that is almost maxed out. That is a housing crisis. These programs exist for exactly that situation.”
Spouse or partner asked you to leave
If the arrest involved domestic violence — even if charges were dropped or reduced — many partners will not allow the person back in the home right away. This is one of the most common situations Chad sees. You are not homeless, but you need somewhere to go tonight.
Parents said not until you get help
Adult children whose addiction or arrest has strained family relationships often find themselves locked out — not permanently, but right now. Parents are not wrong to set this boundary. The programs below can help bridge the gap.
Staying somewhere temporary
Couch-surfing, staying in a motel, or crashing with a friend is not a long-term solution. Most of these arrangements fall apart within days or weeks. Getting into a structured program now — before the situation collapses — is far easier than waiting until you are truly on the street.
Broke from the arrest
Bail, attorney fees, missed work, fines — an arrest can wipe out savings fast. Many of the programs below are completely free. You do not need money to get help. You do not need insurance. You just need to call.

A Note for Families
If you are a parent or spouse who has told your loved one they cannot come home right now — that is a reasonable boundary. You are not abandoning them. The programs on this page exist so that 'you cannot come home yet' does not mean 'you have nowhere to go.' Share this page with them. A call to 211 or SAMHSA takes five minutes and can find them a bed tonight.
