The Problem Nobody Talks About
There is a tax on criminal defense attorneys who serve non-English-speaking clients in Southern California. It is not a line item on any invoice. It does not show up in billing software. But it is real, and it costs hours every week.
Here is what it looks like: A Vietnamese-speaking family calls your office because their son was arrested. They found you through a referral or a directory. They speak limited English. You speak no Vietnamese. You spend 45 minutes on the phone trying to explain what a bail bond is, how much it costs, what the cosigner needs to provide, and why the defendant cannot go home tonight.
Then you call a bail bondsman. The bondsman speaks no Vietnamese. You spend another 20 minutes translating between the bondsman and the family. The bondsman sends paperwork in English. The family cannot read it. They call you. You explain it again.
This is not a hypothetical. This is Tuesday for criminal defense attorneys in Orange County, the San Gabriel Valley, Koreatown, and Glendale. And it is entirely unnecessary.
What I Built to Fix It
I am Chad Conley. I have been a licensed bail bondsman in California since 2008 — CDI License #1845390. I serve clients across Los Angeles, Orange, San Bernardino, and Riverside counties.
I built the first integrated multilingual bail bond system in Southern California. Here is what that means in practice:
Six language portals: English, Spanish, Vietnamese, Mandarin, Korean, and Farsi. Each portal is a full-featured bail bond resource in that language — not Google Translate, not a disclaimer at the bottom of an English page. Native-language content written for native speakers.
AI chat in six languages: A client can open the chat on my site at 2am, type a question in Vietnamese, and get a response in Vietnamese. The system detects the language automatically and responds in kind.
Application forms in six languages: The bail bond application — the document that starts the process — is available in all six languages. A family can complete it on their phone without needing to speak English or call anyone.
A multilingual attorney page: I built a dedicated page for criminal defense attorneys explaining how the multilingual system works and how to refer clients to it. It is at chadconleybailbond.com/attorneys/multilingual.
When you refer a non-English-speaking client to me, I handle the bail bond process in their language. You do not translate. You do not explain. You do not babysit the paperwork. You do your job.
Why This Matters for Your Practice
Criminal defense attorneys who serve non-English-speaking communities have a competitive advantage — and a competitive burden. The advantage is that you can serve clients others cannot. The burden is that serving those clients often requires more time and more coordination than serving English-speaking clients.
A bail bondsman who can handle the non-English-speaking client's bail process in their language removes one of the biggest burdens from your practice. You spend less time on bail coordination. Your clients have a better experience. The family understands what is happening. The paperwork gets done correctly the first time.
This also matters for your reputation. When a Vietnamese-speaking family has a good experience with the bail process — when they feel understood, when the paperwork is in their language, when someone answers their questions at 2am in Vietnamese — they remember who referred them to that experience. That is a referral that comes back to you.
I do not pay referral fees. I do not accept referral fees. I follow California Insurance Code 10 CCR §2071, which prohibits bail agents from recommending attorneys to clients. I follow it because I challenged it in court and lost. But I can tell you that the attorneys who refer clients to me get clients who are well-served, well-informed, and grateful.
The Languages I Serve and the Communities They Reach
Here is where each language portal reaches in Southern California:
Vietnamese (Tiếng Việt): Westminster, Garden Grove, Santa Ana, Fountain Valley — the Little Saigon corridor in Orange County. Also Rosemead and the San Gabriel Valley.
Mandarin (中文): San Gabriel Valley — Alhambra, Monterey Park, Rowland Heights, Diamond Bar, Walnut, Chino Hills. The largest Mandarin-speaking population in the western United States.
Korean (한국어): Koreatown in Los Angeles, Fullerton, Buena Park, Cerritos, La Palma. One of the largest Korean-American communities in the world outside Korea.
Farsi (فارسی): Glendale, Burbank, Irvine, Tustin. The largest Iranian-American communities in Southern California.
Spanish (Español): All four counties — LA, Orange, San Bernardino, Riverside. The most comprehensive Spanish bail bond resource in Southern California.
If your client speaks one of these languages, I can serve them in that language from the first phone call to the final court date.
My Credentials — The Full Picture
I am not a franchise. I am not a call center. I am an individual licensed bail agent who has been doing this work in Southern California for thirty years.
CDI License #1845390. No disciplinary actions.
In 2015, I wrote 'Demystifying the Bail Bond Process' — an approved one-hour MCLE course for attorneys.
In 2016, I sued the California Insurance Commissioner — Conley v. Dave Jones, BC630383 — over a regulation I believed was harmful to consumers. I lost. I followed the ruling. I would do it again.
In 2014, I was the first bail agent in California to publicly state that Proposition 103 allows premium rebates. The industry came after me. A federal antitrust class action — Crain v. Accredited Surety — later cited my statements as evidence. Several defendants reached proposed settlements totaling $69.4 million.
I have two felonies on my record. I do not hide them. I have been licensed and working without incident since 2008. I tell you this because you will find it if you look, and I would rather you hear it from me.
